The ruling relationship between the institution of religion and the state in the Qajar era, since it was the foundation of very important historical events, including determining the behavioral policy of the institution of religion and the state with each other, is one of the important issues of Iranian history that left a deep impact on the social, political and cultural structure of the country. During this period, the institution of religion, especially the Shia religion, played a key role in shaping the national and political identity of Iranians. In the Qajar era, clerics and religious authorities had a great influence on the society as representatives of religion. They had a significant and decisive presence not only in religious matters, but also in the social and political arena. During this period, the nature of power in the institution of religion had very important changes and the balance of power was heavily in favor of the scholars. The Qajar government needed the support of clerics to maintain its legitimacy. This support was usually accompanied by the granting of special privileges to some clergy. The government was trying to strengthen its legitimacy by cooperating with some scholars and using their influence to control the society. In the meantime, the great Shiite scholars often did not cooperate with the government and considered the kings usurpers of the government and did not make themselves partners in the ruler›s oppression and tyranny.
