Abstract
This research employs a descriptive-analytical approach to critically examine the relationship between the concept of “Sovereignty of Monotheism” (Tawhid al-Hakimiyyah) and “Secularism” within the epistemological framework and political practice of Wahhabism. The central problem of this study is to explain how the specific Wahhabi interpretation of Monotheism leads to the acceptance and reproduction of a latent, structural secularism. The findings indicate that this movement, through an epistemological reductionist approach, limits Monotheism solely to the realm of individual rituals and abstract beliefs. By deliberately separating the sphere of faith from the process of social system-building, Wahhabism effectively denies the political, social, and civilizational mission of the Prophets. Through the instrumental and selective use of concepts such as “minor disbelief” (Kufr al-Asghar) and by providing theological justifications for the authoritarianism of secular rulers, the movement creates a profound paradox between theoretical excommunication (Takfir) and the practical validation of non-religious regimes. Ultimately, the article concludes that, contrary to its rigid appearance and Salafi claims, Wahhabism possesses a fundamentally “secular-liberal” nature in both its ideological foundations and political activism. By stripping religion of its social capacities and reducing it to a minimal sphere, Wahhabism maintains no substantive connection with the authentic principles of the “Sovereignty of Monotheism.” In practice, the performance of Wahhabism does not serve the revival of religious governance but rather functions to stabilize secular orders. This contradiction between the movement’s outward claims and its operational functions demonstrates the structural insufficiency of Wahhabism in providing a comprehensive, civilization-building model for governance, revealing its deep incompatibility with the authentic realization of divine sovereignty in the socio-political arena.
